If you’re unable to settle the dispute, you can escalate it to a claim. In a dispute, you can exchange messages with the seller in your “Resolution Center”. The Purchase Protection program doesn’t apply to personal payments. You can’t open a dispute for payments sent as “Family and Friends.” You can send a personal payment to reimburse a friend for dinner or to collect money for a gift etc. Note: The Resolution Center is only accessible on a web browser, not on the PayPal app.
